Background

We're currently not counting extensions that make their first notification/filter downloads immediately. That is because a large number of bots, clients with data corruption or clients that get their profile reset for other reasons send requests with lastVersion=0, which is the initial value. To work around this, we can mark the second download with a special parameter.

Discussed that on IRC, a bogus lastVersion parameter for the second download is not the best solution here.

This was a roadmap project in Q3, but isn't one in Q4. #537 is.

I have closed #538 since it seems to be no longer required in light of the work done by the Data Team (see comments in #538). It seems like this would allow this ticket to be closed as well.
