Add ranks for non-developer tech staff to the forum

Description
Background
Developers of ABP currently have a rank called "ABP developer" in the Adblock Plus forums, showing up under their names in every of their posts. To increase transparency, it makes sense to add ranks for other staff members being active in the forums, too.
What to change
- In the forum https://adblockplus.org/forum/, add three new ranks named "ABP QA manager", "ABP filter list maintainer" and "ABP Acceptable Ads Relations Manager"
- Assign the first rank to the user p_hill, the second to MonztA, the third to innerself

Done. Also assigned "ABP Developer" rank to Matze while at it.
Please note however that MonztA's rank is confusing as we have other filter list maintainers in the forum as well.
