Move PAD file generation into a separate script

Description
Background
In #520 a way to generate PAD files as part of the updateDownloadLinks script was implemented. However, updateDownloadLinks is now deprecated, the functionality moved to the update server which runs the specialized updateUpdateManifests script as well as the web backend for downloads.
What to change
Create a sitescripts.extensions.bin.updatePADFiles script that will only have the PAD generation part of updateDownloadLinks. The updateDownloadLinks script can be removed while at it.
