Installation of TracThemeEngine fails during provision

Description
Provisioning issues1 using Puppet currently fails with the following error message (in any environment, with or without ENC/Hiera):
"err: /Stage[main]/Trac/Exec[install_ThemeEngine]/returns: change from notrun to 0 failed: pip install TracThemeEngine returned 1 instead of one of [0] at /etc/puppet/infrastructure/modules/trac/manifests/init.pp:97"
This needs to become fixed soon, as any future deployment of these hosts will fail otherwise.

Sure, a network issue is possible, but a bit unlikely since the problem lasted for several hours, at least (see https://travis-ci.org/mjhennig/adblockplus-infrastructure/builds, builds 221 - 226).

Do you have more information on how to replicate this error? Probably there's something strange in your configuration. I get this result when provisioning (on both with ENC/Hiera and without it) :
==> issues1: notice: /Stage[main]/Trac/Exec[install_ThemeEngine]/returns: executed successfully
A connection issue in that specific moment, maybe?
