How to reproduce

Run ./build.py -t chrome gettranslations <api_key>

Observed behaviour

Gujarati translation is put into _locales/gu_IN.

Expected behaviour

The locale code for Gujarati as used by Chrome is "gu". So the translation must be put into _locales/gu.
