Background
The Safari devbuild is currently broken due to #1883, which was just fixed in the buildtools. So we need to update the dependency to bring the devbuild back again.
What to change
Update the "buildtools" submodule to revision 8f3710a66f0e.

Today I learned that the git mirror doesn't sync while trev is offline. However, since this issue is rather urgent, I had to push the dependency update without considering git. Please update the git hash, when you come online and the mirrors were sync'd.
