Description
Background
It has been a while since we updated our Discourse instance, many features available in the current version aren't available there.
What to change
Update our mirror of the Discourse repository and install the current state on the server.

With the current Discourse version most of our hacks writing to the database directly became unnecessary. The only one remaining is site settings. Fixing it is out of scope of this update, I created #225 for it.
