Description

Background

We can currently target notifications based on platform, addon/platform version etc., but not based on the user's locale. That should also be possible.

What to change

Allow notifications to specify a list of ​Mozilla locale codes for which it should be shown. Wouldn't hurt to support wildcards, but it's not required.
