Description
Background
We're currently showing notifications three minutes after the browser is started. Since it can takes ages before someone restarts their browser, we can't rely on those actually showing up this way. In addition, we should new notifications right after they've been downloaded.
What to change
In addition to showing notifications three minutes after startup, show them after new notifications have been downloaded - #2386 will add a listener for that.
