Description
Background
We don't want people to change Anwiki content while we are setting up the new system.
What to change
Set all Anwiki access to read-only. This can be done via Anwiki permissions, so that nobody but admins would be allowed to edit or translate. Admins would still have these permissions in case we really need to change something urgently.
