Background

Currently the method for communicating with filter list authors is via email. To get more feedback and allow for discussion, I would like to have a forum. This will allow Eyeo to get feedback from filter list authors and communicate changes to them.

What to change

Add a forum to the "Open Adblock Plus Forums" section of ​https://adblockplus.org/forum/ titled "Filter List Authors' Corner". The subtitle should be, "Various discussions related to filter list maintenance"
