Notifications mockups for IE

Background

To finish #1109 we need an approvement from a designer or a design mockups.
The latest version is img

• Before Oleksandr ​suggested (see also my comment with a link to screenshots I've found in our GDrive) to use WS_SYSMENU, WS_EX_PALETTEWINDOW which decorates the window like here.

• Another ​suggestion is about scrolling. Here is also the question whether it should be resizable or not?

• Oleksandr also mentioned that he didn't like the close button.

Also there are questions I had already sent

• what is the text length of the notification? Again it would be better if we can fit the notification into the predefined fixed size window. How does it work on another platforms?
• what kind of style do we need, we told Maxthon about additional tags as well as it seems our notifications for Chrome ​expect <strong>?
• How should global notifications and site specific notifications work? Do we need additional styling there, interaction or something else?
• How should question notifications look?

PS: It seems we can relatively quickly style almost any part of the notification now.
