Background
Currently we the download behavior for filters and notifications is slightly different. The former has 6 minutes as initial delay, the later only 1 minute (changed in #2659). This seems unnecessary and it produces inconsistent states when we miss the opportunity to download filters but not notifications.
What to change
Use 1 minute as initial delay for filter downloaders as well.
