Description
Introduce 4 new filter-servers (specs aligned with filter{20-23}.adblockplus.org), in order to replace those decomissioned in the context of #2880.

The servers have been provisioned (incl. nagios and stats), tested, included with balancing and are serving requests already. None behave different from the expected behavior, in fact all of the EX40 model show pretty much the same numbers.

Hetzner has provided the hardware and initial access credentials for the new servers:
The DNS records (A, AAAA and PTR) have been configured, documentation and data updates are in review. The OS installation has just finished, but I'll wait for the RAID synchronization to complete before provisioning.
