Fails to work, Crashes, w/ Win7-32bits...

Description
Complete failure with :
- Windows 7 SP1 Ultimate 32 bits,
- processor AMD-Athlon XP, (has no SSE2, just in case...?)
- IE11 without any prior add-ons; BHOs are NOT disabled in Internet Settings.
ABP versions : tried current 1.3, beta 1.4, older 1.2 : same punishment!
Problem Details :
ABP Install is (silently) incomplete, no lists downloaded,
NO "patterns.ini" created; "Settings.ini" as hereunder

- Oddly, Setup interacted in French, although Windows system locale=en-US.
(used some geolocation ? some systems setting?)
- after so-called "successful" setup, and BHO enabled in IE11,
yet nothing ABP-related in IE, status bar or otherwise.
No lists appear to have been downloaded.
- ABP doesn't suppress advs (obviously) BUT the BHO crashes,
randomly during browsing and *always* upon closing IE11.
- Only disabling BHO in IE11 (and subsequent removal from control panel)
cures the crashes.

This is the first time we see an issue like this. Could you please elaborate what do you mean by: ABP Install is (silently) incomplete. Does the installer give you any error code? Can you please run the msi installer from here: https://downloads.adblockplus.org/adblockplusie-1.5-x86.msi (not an exe) with these parameters:
adblockplusie-1.1-x86.msi /L*V "C:\Temp\msilog.log
This will produce a log file of the installation process in c:\Temp\msilog.log. Please attach that file to this issue.
