Description

Background

Everytime a user is added to the CC of an issue, all users that are already tracking the issue get a notification e-mail about this.

What to change

It should be possible to deactivate this since it's not really important for most users (especially when #272 is implemented).

Apparently, Trac currently doesn't support notification preferences at all, except for always notifying several user groups like reporter and author or never do that. There are plugins like NotificationOptOutPlugin that allow to opt out of all notifications, but that would prohibit us from actively notifying somebody via cc for example when we need it. So my current suggestion is to wait for the notification preferences to come up with Trac 1.1.3

In general, having notifications turned on for issue changes informs about each and every issue change, including the cc field.
