Add a method to rearrange and edit dashboard items

Background
Users would like to rearrange their dashboard items, which is not that easy at the moment.
What to change
There are 3 states which can be used on the dashboard:
- press and hold an item and release again
- press and hold an item and rearrange the item to another position on the dashboard
- press and hold an item and rearrange the item to the same position like before.
Behavior:
State 1: This will show the context menu with "Edit" as the only option. Clicking "Edit" will lead you to the "Edit Bookmark" dialog. After clicking "Done" in the "Edit Bookmark" dialog, you should land on the dashboard again. - Screenshot
State 2: This should be implemented like you see it in the video. There is no context menu showing up - Video
State 3: Like state 2, but you see the context menu with the "Edit" option.

State 1 doesn't work as designed so I've filed https://issues.adblockplus.org/ticket/3601#ticket
