With the introduction of the ENC and Hiera last year, we now can use the latter to manage user-accounts instead of the currently used private::users class.
Todo
Introduce class adblockplus::user as wrapper around type users::user (the latter is supposed to become removed in the future), and extend class adblockplus by a $users parameter that allows for the definition of multiple users at once, i.e. via Hiera.
Notes
This ticket does NOT include the migration of the existing setups. This is meant to be done as a follow-up, when refactoring class users into the adblockplus::* namespace.
