Background
The location permission dialogue should only appear if a website needs these permissions.

DESIGN GIVEN
The current appearance ahead of the app start was a misconcept born out of simulator testing, where app permissions used to misbehave on older iOS versions. According to behavior on real devices, it is possible to defer the dialog to the right moment of location aware website.
