Background

We need to add a new page to adblockplus.org for filter list authors/maintainers. The page lists the requirements for Adblock Plus recommended filter lists.

A filter list must meet certain requirements in order to be recommended to users by Adblock Plus.

# Recommended filter list requirements

The list:

- Should be open source and have the possibility for users to report issues/suggest filters
- Must be unique (does not duplicate another list or filters in another list) 
  - Example: we will not support a second German filter list, or a list that has filters already contained in EasyList (i.e. do not create another “EasyList Germany” if it does not include additional or better filters)
- Must meet a certain quality 
  - Example: should have no redundancy, no extremely generic filters, no [“slow” filters](https://adblockplus.org/forum/viewtopic.php?t=6118)
- Must comply with certain minimum standards, as stated in the [EasyList policy](https://easylist.to/pages/policy.html)
- Must block only ads 
  - Example: it shouldn’t block non-ads, i.e. content, or self-promotion, and it must not work around anti-ad block warnings and messages or technological measures that effectively control access to websites.
- Must be actively maintained. 

Finally, the filter list author must have a proficient understanding of the language he/she is creating the list for.

Adblock Plus is only as good as its filters. Share your filters, suggest new ones or help communities of volunteer contributors to draft and update filter lists. These filter lists need to be constantly maintained to block menaces like new tracking systems, malware threats and intrusive ads.   • In that case, may I suggest "Recommended filter list requirements" because
    • "Adblock Plus" is not necessary because it is implied by our domain and branding
    • Shorter headlines tend to look better than longer headlines an adblockplus.org

The last commit didn't include translations. I'm going to re-open this until we push translations (so that we don't forget).

@shikita I have added you to this ticket as the above text needs to be translated into the 21 languages that abp.org is translated into. This is not urgent and can be done once you have some time/ resources.
