Options page only available upon add-on restart in Firefox Mobile

Description
On ABP for Firefox mobile, options are not displayed unless the user disables the extension and re-enables it again. Even after doing so, the options are selectable, but then when re-entering the add-ons section again, the options are hidden.
We currently have a user that expresses the blocking functionality does not work because of the above-described issue. I was not able to reproduce such an issue, but I did notice that each time I reloaded the settings page, I had to re-select the filter list.

ABP 2.8.2
Samsung Galaxy S7
Android 6.0.1
How to reproduce
- Install Firefox Mobile 51.0.3
- Install ABP 2.8.2
- Navigate to Settings>Tools>Add Ons
- Click Disable
- Click Enable
Observed behaviour
The settings only appear after disabling and re-enabling the extension.
Expected behaviour
Settings should always be available.

Mass-closing all bugs in Adblock Plus for Firefox module, the codebase of Adblock Plus 3.0 belongs into Platform and User-Interface modules. Old bugs are unlikely to still apply.
