Background
Some libadblockplus users are asking about such functionality because UX suffers on mobile devices. Namely there is no effect on few first web sites while subscriptions being downloaded because it takes a longer time than to open first web sites. It can become even worse after #5066.
What to change
When application chooses subscriptions (#4828) it should firstly try to obtain subscription content from application resources, however the rest of the procedure should not be touched, the subscription should try to download a recent version as it is now.
Please file corresponding issue for core.
