Environment
Attempted on Windows 10, Windows 7, and MacOS Sierra - Chrome Browser
How to reproduce
- Install latest Chrome development build from https://adblockplus.org/en/development-builds
- Download an older version of the Chrome extension
- Navigate to chrome://extensions - Notice the build is the latest [this case - 1.13.2.1773]
- Check "Developer Mode" checkbox
- Drag older extention .crx file to window to install.
(same behavior explained is seen when an older version is installed and you try and install the latest dev build)
Observed behaviour
The message "Attempted to downgrade extension" is shown, but extension remains as the previously installed version. The extension does not downgrade or upgrade. The only way to install a different version is to delete the existing one first.
Expected behaviour
Installing different versions of the extension should override and replace the currently installed version.

I don't think there is much we can do about this, isn't it Chrome displaying that error message?
