How to reproduce

Open the options page
Click on These ads do not collect personal user information and, therefore, may be less relevant. link below the Privacy Frinedly Acceptable Ads checkbox

Observed behaviour

404 Not Found error and it's opened inside of the iframe.

Expected behaviour

Page is opened in the new tab and no error.
