Background

As a follow up of #6108, we should inform the user whenever we needed to reset the filter list settings due to an issue.

What to change

Whenever a filter list loading/migration failure happens, we should display a message to the user saying something like: Due to an issue, we were unable to restore the ad blocking settings and thus, we had to reset it to the default settings. We still need to decide exactly which message will be shown, ​here this is how its done in the extension.
