change redirect target for lost chrome filter storage users

Chrome users with corrupted filter storage see a note at the first run page, that links to https://adblockplus.org/redirect?link=knownIssuesChrome_filterstorage&lang=de
That URL leads to a redirect to https://adblockplus.org/en/known-issues-chrome#filterstorage which is outdated. As it makes more sense to get the affected users telling us as much as possible about how this could happen, we decided to drive them to the forum with a topic explaining the issue and asking for their support.
