Description
Background
The issue reporting tool in ABP for Firefox let's you report non-blocked ads. To make debugging possible within reasonable time for filter list authors, the tool checks for the number of active filter lists and prevents the user from reporting if those are too many. In case of a not yet blocked ad, this does not make too much sense.
What to change
Don't prevent users with many filter lists from reporting non-blocked ads in issue reporter of ABP for Firefox.

As filed, this is clearly not something we want to fix, it would merely increase the noise level and remove the feedback that too many subscriptions lead to too many issues. However, the issue reporter currently doesn't account for the fact that "special" subscriptions exist - meaning acceptable ads and anti-adblock, these also count into the number and didn't exist back when this check was implemented. We should exclude them.
