Background
Selecting the correct component is close to impossible for an average issue reporter person and reviewing all incoming issues unfiltered by rough areas is inefficient. We want to have module owners review issues belonging to their component and the closest, we can get to that, is asking for the platform of the bug at the user's side, especially as many already commingled component with platform. In the near future, we might also use the user agent to preset the platform.
What to change
Add a new dropdown field labeled "Platform" to our issue tracker, allow it being set by every authorized user and let its choices the ones below and restrict the access to the component field to users with TICKET_MODIFY permission.

Provide the following text as mouse over tip: "Please select the platform, where the issue belongs to."
