Description

Background

ABP for IE supports acceptable ads as of #120, but it's currently opt-in. As on other platforms, it should be opt-out.

What to change

Enable acceptable ads for all users that didn't opt out before. We also need to show the first run page for all users updating from a version of ABP that didn't support acceptable ads.
