Description
Background
See #170, our tool to manage dependencies has been implemented and we should start using it.
What to change
Add a dependencies file to the buildtools repository to make sure other repositories can use it via our dependencies mechanism, also remove the .hgsub and .hgsubstate files. Note that any repositories updating to a newer buildtools state will have to use the new dependencies mechanism.

The migration to ensure_dependencies.py takes longer than expected, meaning that it's a good idea to allow other extensions update buildtools dependency regardless.
