[trac issues 1] allow deleting comments and issues via the UI

Description
Background
We constantly face spam that isn't blocked sufficiently and can so far only be hidden by editing it's issue or comment contents, which still provides the contents including links in the history. To avoid this, we want to be able to actually delete issues and comments without having to fiddle around in the database manually.
The respective functionality was already added to Trac years ago but is disabled by default.
What to change
Enable the already implemented TicketDeleter component in the issue tracker issues1 in order to allow deleting comments and issues via the UI for users having the TRAC_ADMIN permission.
