Add ranks for staff that doesn't have any yet in the forum

Background
Following up #1257, we should add forum ranks to all staff members with a forum account that don't have any yet.
What to change
In the forum, make sure the following users get the respective rank assigned. Add new ranks if required.

I've implemented this for everybody except for Till. Maybe just "ABP CEO"? As far as the Adblock Plus project goes, he isn't founder.
