Description
Background
We currently have TicketDeleter plugin enabled for Trac (administrative users only). It was meant for emergency situations but was recently misused to "undo" a change - with the result that notifications sent out no longer reflected reality. This isn't great, it's not the kind of tool that should be used lightly.
What to change
Disable TicketDeleter plugin. If we need it again we can always enable it temporarily (on the server, not in the infrastructure repository).
