Support bringing up the new options page with a specific tab focused

Background
Some notifications include a "Configure" button that brings up the old options page and sends a message to the page which causes the tab showing the notifications settings to be focused. The new options page doesn't support that yet.
What to change
Make the new options page support switching to and focusing a particular section.
