I also have this issue. A Specific site is my bank. I can get to www.citizensbank.com ok; the problem arises when logging in. It appears to be a hard, repeatable error. Prior to the W10 Anniversary Update, ABP has worked well with this site and all others.
I'm on W10 Pro Version 10.0.14393 Build 14393 with IE11 11.51.14393.0 with Update Version 11.0.34 and ABP for IE 1.5.0.0 with EasyList.

Replying to Peter:
... I can get to www.citizensbank.com ok; the problem arises when logging in. It appears to be a hard, repeatable error. ...
Could you please provide with another web site which is publicly available?

Partially Loaded page

One time, WWW.Weather.com partially loaded its landing page (see attachment). Clicking the button completed the load. On the bank's site clicking the button to a partially loaded page takes you back to the login page where you repeat the process. Other banks load successfully. This bank upgraded their security a year ago so may be ahead of other banks in this area. I can provide phone numbers for you to discuss with them (I cannot)or you might want to open account online for $5 and see for yourself.
In any case, clicking your "Disable everywhere" button in IE eliminates the issue.

comment on [forum]https://adblockplus.org/forum/viewtopic.php?p=157439#p157439:
"I have this problem constantly on all 3 of my PCs ever since I installed the Windows 10 AU (level 1607). The problem has been reported by others on the Windows 10 Forum by others here -
I have found that I get the problem on a website even though it's been disabled. Disabling the add-in also does not fully resolved the problem - only uninstalling ABP completely resolves the issue. My wife suffered a lot particularly when browsing these couple of websites:
http://www.johnlewis.com/
http://www.debenhams.com/
I also had the problem here - http://www.bbc.co.uk/news - even though this website does not carry advertising (if you're in the UK) and the web-site was disabled in ABP. On the MS forum thread I have documented the extended Windows error report which may provide some additional information."

Is the team able to reproduce this? Another end user checking in with the same problem - random occurrence and difficult to duplicate, but consistent.

I have no problem replicating the problem. If a member of the support team would like to see it in real-time, contact me and we can discuss how to watch my system remotely.

4 months without any resolution for this tremendous problem. Obviously there is NO will to fix PARTICULAR this bug!!!
I confirmed this BUG too.
"Adblockplusie-1.5.exe" not work at all and freeze Internet Explorer 11 under Windows 10 insider preview 1607 OS builds from first one to current 14965.1001 (24.11.2016)
=>Wind10 insider Preview CAN NOT work with ad1.5 and IE11 in ANY WAY!!!
comment:16 Changed on 11/28/2016 at 03:30:37 PM by angelt
This is not a bug - this is complete 100% not working "Adblockplusie-1.5.exe" for IE11 under Win10 Insider Preview x.x!!!
Set notification to users before download, or it will count for false advertise!!!

We suspect the issue is with incompatible third-party software. Would anyone be willing to do a remote desktop session for us to investigate? Alternatively, can anyone please confirm that the issue is still present in the latest devbuild? Are there any other IE extensions installed? Can you please post a screenshot of your "Manage Addons" dialog box?
comment:20 Changed on 11/30/2016 at 05:04:37 PM by angelt
The problem is not in some third-party software, but in Win10 insider Preview by my opinion. I am quite sure that next official version of win 10 will contain exactly this modul direct against adb.
I am not using any IE11 add-ons except from VS2015.
I just installed adbp 1.5.856, but the problem persist. One very interesting thing is that you can't repeat the freeze if you do the same thing which raised it!?!?!?

@angelt, if you want a fast fix respond to "Would anyone be willing to do a remote desktop session for us to investigate?"

problem is still there with the latest dev build

only add-ons I have enabled are
Kaspersky Protection Toolbar
Kaspersky protection
The other 4 disabled ones are
Lync Browser Helper
Lync Click to Call
Send to OneNote
OneNote Linked Notes

what if you disable kaspersky ? still freezing ?
comment:24 Changed on 11/30/2016 at 08:27:51 PM by srvabp
yes still freezes...
if you hit a site that has lots of adverts that are being blocked eventually you get the message www.site.com has stopped responding so you have to shutdown IE
This stops happening when adb is uninstalled
I wonder if some sites are behaving in a different way when they detect you have adb running? The site I test against is www.mirror.co.uk as it is full of adverts...

You should accept/ confirm a remote debugging session with oleksandr

Re-enabled ABP 1.5 (stable/release) for the first time in a long time - hanging issue still present.
Testing 1.5.856 right now. Looks promising.
Only issue I've seen is IE crash when opening lots (36) of tabs at once.
Will keep testing and report back on the IE-hanging issue/results here.
EDIT:
nope, still seeing "is not responding" hanging behavior (with ABP enabled) - do not understand what causes it or how to invoke it for debugging purposes - so infuriating
comment:27 Changed on 12/03/2016 at 02:25:29 AM by Peter
I reiterate my offer in Comment 14... If someone on the ABP Support Team wants to contact me, we can arrange a remote session. I've become a Chrome user with ABP - works fine. This problem predates any Win 10 Insider Preview.

I'm also having this happen in IE11 with Adblock Plus installed.
It is (edit: perhaps) linked to having a custom \Windows\System32\drivers\etc\hosts file.
Visiting this site: http://www.geforce.com/hardware/10series, then clicking on one of the links that selects a model (1080/1070 etc @ http://www.geforce.com/hardware/10series/geforce-gtx-1080), then clicking on the "GEFORCE® GTX 10 SERIES" link at the top of the page, and repeat a few (or even several) times, clicking to a model page, back to the main page, to another model page etc. until the page becomes "geforce.com is not responding."
The same occurs at other sites, randomly.
This has only started happening for me (AFAICR) recently, perhaps since the December Windows updates.
Windows 10 Pro Version 1607 OS Build 14393.576.
IE 11 Version 11.576.14383.0 Update Versions 11.0.38 (KB3203621)
AdblockPlus 1.5.0.0 File Date 22 September 2015, 5:17 pm
No other IE add-ins are enabled (after an "Advanced > Reset", then re-enable of AdblockPlus), except for Flash.
(EDIT: No other "Currently loaded add-ins" were enabled)
If I disable AdBlock Plus, IE then works OK again.
I have a custom hosts file from https://github.com/StevenBlack/hosts
If I revert to the standard (mostly empty) hosts file, the problem does not happen on that GeForce.com page.
(Edit: But it still does happen on other sites, even after a reboot and with a default hosts file... I thought I was onto something there...)
Changed on 12/17/2016 at 11:49:17 PM by MarkCranness
"C:\Windows\System32\drivers\etc\hosts" that triggers the problem
comment:29 Changed on 12/19/2016 at 12:12:48 AM by magic144
I can confirm that my W10 hosts file has not been altered... So that's not the issue in my case.

Hi,
I've been having a lot of problems with multiples pages either taking hoards of time to load, IE stating that a script is taking too long or basically IE crashing while attempting to load the pages.
This issue is very noticeable on media driven sites/pages such as MSN.com, CBC.ca and the list goes on and on. Whether the sites are in the whitelist or not, the issue is still present yet ever so slightly less so. These pages all seem to load without issue Chrome & ABP.
I've have uninstalled, reset IE to defaults, cleaned with CCleaner, rebooted and re-installed to no avail. This is happening on several workstations.
Though I cannot assure you of this, I believe that this is also having an impact when new Windows & IE updates are being installed. When updating, I am losing all of my settings IE settings. I suspect that ABP may be interfering somehow, provoking timeout delays during the patching and in turn causing the patch reset IE to default. I did not lose my setting on one of my systems and it did not have ABP.
I believe that the culprit is related to IE's Protected Mode; disabling it seems to resolve the issue for me as the pages load normally despite having ABP active and this without any specific additional whitelisting. Is this a known issue/conflict or normal per se.
Win 10 Home 64bit version 10.0.14393 build 14393
IE 11.576.14393.0 9 update 11.0.38
ABP for IE 1.6 with Easylist and allow some non-intrusive allowed
== UPDATE: ==
I have managed to track down the issue in my case (or so I believe) as I finally have a stable IE11 in protected mode and Ad Block Plus for IE running. I believe that during a W10 update that the ACL to a couple of folders became corrupt.
This is how I corrected the issue on my system:
Uninstall ABP.
run the following commands within the user's context
icacls %userprofile%\appdata\locallow /setintegritylevel (OI)(CI)L
icacls %userprofile%\appdata\locallow\microsoft /setintegritylevel (OI)(CI)L
icacls "%userprofile%\appdata\locallow\microsoft\Internet Explorer" /setintegritylevel (OI)(CI)L
Reboot & once completed on all the user's accounts, re-install ABP.
While this appears to have been enough, I also opted to go the extra mile prior to reinstalling ABP
(Within an administrative command window)
I ran
chckdsk /f c:
sfc scannnow
and finally,
dism /online /Cleanup-Image /Restorehealth
Rebooted
Should there be any lingering issues, a reset of Internet Explorer might be required.
Please note that I am not an expert but my issue is certainly resolved by having done these steps and hope that it can help others.

I can confirm this. Likewise the problem exists on Windows10 installs. Specifically the beta/insider builds. This has existed for months, since about the anniversary edition builds as the original poster suggested. The behavior is consistent, with inconsistent triggering events. Using ABP in IE on these insider builds renders IE virtually useless. The pages hang, and eventually you get a page not responding message in IE. It's random and it occurs on virtually ANY site. It can not be reproduced at will. You can load the same site 100 times and maybe 30-40% of the time it'll hang.
I can replicate this problem on every single windows10 insider machines I set up. This includes brand new machines with NO software, viruses, anti-virus software, plug-ins, etc. I have ALL plugins disabled except Java and ABP. I've replicated this on machines with Symantec, Windows Defender, and no antivirus.
It's clearly a compatibility problem with the new builds of IE and ABP.
I can run Firefox (production and nightly builds) with ABP and have NO problems.

Unfortunately I cannot reproduce it.
Could you please share some concrete websites and confirm that it's still reproducible.
Though I have observed a couple of times hanging of IE right after updating to 1607, ABP was disabled. Once it happened when I have opened About dialog to check the version of IE.
