Background
Same as #6447 but for adblockpluschrome.
Note that webpack transpiles import and export statements to equivalent code that works natively on our supported browsers, therefore the limitations that apply to adblockpluscore do not apply here.
What to change

FYI webpack does not transpiles import and export statements to equivalent code that works natively on our supported browsers + there were bugs on Chrome for ESM via extensions.
