Add a Dockerfile for running tests and builds to adblockpluschrome and adblockpluscore

Description
It would be nice to have a Dockerfile in our adblockpluschrome and adblockpluscore repos so that we can run tests and builds in an isolated environment, both so that the tests+builds are less affected by the host system and so that the host system is less affected by our repo (ex you only need Docker installed to run tests/builds and not node+python+whatever).
This should also help with reproducing test failures that could occur on certain OS and not others (ex on ci but not on a devs computer).
