Environment
windows 7, IE 11, ABP 1.3
How to reproduce
go to https://www.itv.com/itvplayer/minors-in-designers
The site is showing a detecting message (when the video starts).
-choose disable on itv.com ==> the message still ON
-choose disable everywhere ==> still detecting message
-I have to disable the addon (tools, options, manage addons), restart IE to unblock the site

Though I wasn't able to reproduce this on itv website, this can be reproduced here:

There is no need to restart IE, however. Opening a new tab is enough.
