Description

Background

Currently, the instructions on using our CMS are located in the web.adblockplus.org repository. We don't really want to duplicate these instructions in each content repository, they should be located in a central place.

What to change

Move README.md from web.adblockplus.org repository into cms repository. The README.md in web.adblockplus.org repository should merely reference the copy in the cms repository.
