Description

Background

Most public functions in adblockpluschrome/lib are actually documented, though we currently don't generate documentation for the Chrome extension yet.

What to change

Add support for ./build.py -t chrome docs, running JsDoc on the files in the lib directory, however not on publicSuffixList.js in order to work around ​https://github.com/jsdoc3/jsdoc/issues/976.
