new Options Page: default state for whitelisted websites

Background
For the moment only the edit mode of the whitelisted websites option is implemented, but there is a default state for this method which was not specified before.
What to change
- Implement ability to toggle state of "add website" UI element
- default state
- Clicking on "add website" should switch to edit state

- Clicking on "+add", "+" or the Enter icon should add the entered domain (if any) and switch to the default state
- Clicking on "cancel" should switch to default state

- If there are no whitelisted websites add the box seen in the default state design
