With the move to Kitt this has indeed been fixed. Current ABB/iOS fetches notifications even though it's set to not display them.

NEEDS SPECS
This used to be a top priority task in the project beginnings a year ago. Then it somehow fizzled out, found out to be non crucial. I recall that the main point of the notifications is an emergency communication channel with the users when Chrome would pull Adblock from the extension store. Which is not an issue on Kitt.
Also needs design. Default iOS alert popup may be considered too intrusive.
