Background
Recently there was a regression in buildtools causing builds to fail when Git was used. We fixed that as of #4192 and now need to update the dependency.
What to change
Update the buildtools dependency to hg:822863fb5df6 git:a0cd489 to include the fix. (There have been no other changes in the mean time that will be included.)
