Description

Background

There was a regression in buildtools a while back which caused builds to fail when Git was being used. We fixed that with #4192 but now need to update the dependency.

What to change

Update the buildtools dependency to hg:595808987fd9 git:5f8a4c2. (This will also include some unrelated changes.)
