Many users applying for whitelisting are not reading the criteria before they submit the form, despite there being 2 links. The links to the list of criteria are not prominent as they are buried within a paragraph of text.
To make the criteria link more prominent and part of the application form submission update the text.

- Read text above the form.

I would need to ask @innerself for actual numbers, but it is giving the whitelisting managers more work in having to sieve through poor quality submissions and getting back to them to describe the actual criteria.
@Lisa can you have a quick look over of the text.
