Description
Background
Currently, there is no way of knowing which keywords exist which means that they are only used by those who are aware of them.
What to change
To encourage the use of keywords and to avoid possible duplicates we could either create a page which lists all keywords or - if possible - integrate the keyword selection directly into the issue creation form.
