Chrome 61

How to reproduce

  1. Run ./test_server.py from inside the adblockplusuirepository.
  2. Go to ​http://localhost:5000/new-options.html
  3. Resize the window decreasing its height.

Observed behaviour

At some point the navigation and the absolute positioned footer overlap.

Expected behaviour

If there isn't enough height to fit the footer below the navigation, the footer should remain below the visible area and appear when scrolling down.

Thanks for filing the issue, this is a known issue and the layout needs to be updated to fix this issue, this will be fixed as part of #5629.
