Addition note why it should be in the core

Any implementation in a derived library like libadblockplus or libadblockplus-android can be very easily broken because it should take into account some subtle details of the implementation of the core, therefore in order to avoid bugs and provide others with the same functionality in all libraries it should be in the core.

What exactly should be changed is to be decided yet.
