Description
Background
The cms documentation was restructured in #5521 to spread the more in-depth information across different pages, instead of all in the README. The pages are all linked from the README, but while navigating through the pages, we would like to be able to use links like 'prev' and 'next'.
What to change
Add navigational links like 'prev', 'next', and 'up' to each page of the cms documentation.
