Send notification to Adblock Browser for Android

Why

As a product team we need to be able to communicate to our dormant user base for important notices as: end of life of the product or product updates.

To achieve this we need the ability to send custom notifications to our fennec device base.

Objectives

01) Implement the ability to send a notification (if current browser build supports that)
02) Investigate if there is a way to measure if a notification allowed users to open the chrome based browser (orca) - tracking can be done on orca side.

Notification requirements

• the notification to be pushed from a backend/control panel
• the notification has to be customised (the notification text)
• The notification has to send a message to the user entire base
